The Government of Uganda (GoU), through the National Information Technology Authority (NITA-U) under the general supervision of the Ministry of Information and Communications Technology (MoICT) is to implement a Regional Communications Infrastructure Program (RCIP) under loan financing from the World Bank.
The Government of Uganda has embarked on several initiatives for utilization of Information and Communications Technology (ICT) to facilitate the improvement of service delivery through e-Government services, to enhance data and internet connectivity and to create an enabling environment to support the e-Government services and connectivity.
All efforts are geared towards improving the social well-being of Ugandans and to foster national development.
In line with the National Development Plan, the project will support the GoU in improving the communications infrastructure in the country and its utilization; and the efficiency and transparency of the Government.
In compliance with the World Bank safeguards requirements, documents have been prepared to guide implementation and management of environmental and social aspects of RCIP.
Such documents involve the environmental and Social Management Framework (ESMF) – guide identification, assessment, mitigation, monitoring and reporting of any likely environmental and social impacts.
Resettlement Policy Framework (RPF) – guide handling of any involuntary resettlement and compensation issues is another kind of document and as well as vulnerable and Marginalized Groups Framework (VMGF) – to guide handling of vulnerable / marginalized groups related issues.
