Niantic’s flopping Water-type creature will be spawning more frequently in the wild, and this will provide you with the opportunity to encounter and catch it.

You will need to use 400 candy to evolve Magikarp into Gyarados in Pokémon Go.
If you evolve Magikarp during Pokémon Go’s August 2020 community day or within two hours afterwards, Gyarados will learn Aqua Tail.
It’s obviously very difficult to perform the evolution thanks to the required amount of candy, so it’s recommended that you complete the Make A Splash tasks and rewards.
