Luiz made just 16 appearances in all competitions under Antonio Conte this season having been sidelined for large spells through injury.
Having played a nightmare role in Brazil’s 7-1 defeat to Germany in the 2014 World Cup – coupled with a lack of game time at Chelsea – Luiz was not selected by Brazil boss Tite for the World Cup in Russia.
His omission is a boost for suitors, however, but it remains unclear whether Arsenal will return with an improved offer.
Defence is a key area of concern for Emery with veteran right back Stephan Lichtsteiner his first signing since joining the club.
The Gunners are also said to be closing on a deal for Borussia Dortmund centre back Sokratis Papastathopoulos for a similar fee to the Luiz bid.
