The summer target in question is Alex Oxlade-Chamberlain, the Arsenal and England international.
Oxlade-Chamberlain is, according to our referenced source, set to leave Arsenal for a fee in the region of £35 million, with it being inferred that Arsene Wenger is set to agree, reluctantly, to a sale.
The 23-year-old will give Chelsea added depth in a variety of positions with the player able to play as a midfielder, a wide-forward and also as a wing-back.
